It is with great joy that the members of the CPATC welcomed the appointment of His Majesty Joseph DION NGUTE as Prime Minister, Head of Government of the Republic of Cameroon. Through him, his pairs, Traditional Chiefs, members of the CPATC felt very honored. And the visit of this day gives them the opportunity to address the warm congratulations of the CPATC to His Majesty, become since 4 January 2019, Head of the Government of Cameroon, and to express their thanks to the Head of State, His Excellency Paul BIYA for the confidence he has kindly placed in him.

For the delegation of Traditional Chiefs, this hearing gave the opportunity of the

  1. The Pan-African Council of Traditional and Customary Authorities (CPATC), is an organization created in 2014 on the initiative of the Guardians of Traditions of several African countries, many of them Cameroonian. gathered from 28 to 30 September 2014 in Dahè in Benin to lay the foundations of the Organization, then in Cotonou, at the Constitutive General Assembly from 23 to 25 July 2016.

The CPATC, which was registered at the Ministry of the Interior and Public Security of the Republic of Benin in 2016, has the main objective of using experience, knowledge and ancestral know-how in the prevention, resolution and crisis and conflict management, child care and protection, promoting the identity and dignity of African men and women, heritage preservation and culturally sustainable development in Africa . Le 28 mars 2019, a eu lieu à Douala au Cameroun, une rencontre entre le Secrétaire Général du CPATC, Chief Tanyi Robinson accompagné par le Chargé de Mission Centrale SM Elong Kotto et le Directeur des Affaires Politiques et du Mécanisme d’Alerte Rapide d’Afrique Centrale -MARAC,  l’Ambassadeur Baudouin Hamuli Kabarhuza, au sein de la Communauté Economique des Etats de l’Afrique Centrale (CEEAC) dont le siège est à Libreville (Gabon).

Le MARAC est chargé d’informer et d’alerter les instances décisionnelles sur les risques de crise et leur permettre de disposer d’un outil d’aide à la décision, aux fins de la prévention, de la gestion et de la résolution des crises.

Au cours de l’entretien, les responsables du CPATC et le Directeur du MARAC-CEEAC ont exploré les pistes de partenariat entre les deux organisations, avec une visée sur la participation des Autorités Traditionnelles aux efforts de prévention et gestion de conflits en Afrique Centrale.

La Communauté Économique des États de l’Afrique Centrale (CEEAC), créée en octobre 1983, compte actuellement 11 États membres à savoir l’Angola, le Burundi, le Cameroun, la Centrafrique, le Congo, le Gabon, la Guinée Equatoriale, la RD Congo, le Rwanda, Sao Tome & Principe et le Tchad. Elle couvre une superficie de 6 640 600 Km² pour une population estimée à 130 millions d’habitants.

CONTEXT

  • Under the leadership of His Majesty Pr Dada Awiyan Kokpon Octave Cossi Houdegbe, President of the CPATC, was held in Abidjan (Côte-D'ivoire) from 10 to 12 September 2018, a constituent General Assembly of the said Council.  

Present: Their Majesties, members of the Council, traditional and customary authorities from all regions of the continent whose names and official references are attached.

The work focused on the following points:

Presentation of delegations by country;

  • Admission of new members and partners;
  • Presentation of the mid-term activity report;
  • Medium Term Strategy, Programs and Projects (2018-2021);
  • Budget 2018;
  • Designation of the members of the bureau and the regional representations;
  • Appointment of the members of the Standing Committee.
  • After fruitful and constructive exchanges, the participants raised appropriate options related to each of these points.

Concerning the viability and consolidation of the Council's position as regards its positioning both at the levels of (a) all traditional and customary authorities; (b) Heads of State; (c) the Forum of Sovereigns and Traditional Leaders of Africa; (d) regional organizations and scientific and cultural partner institutions; (e) commemorations, the General Assembly has adopted the following resolutions:
